The Finance Committee considered SENATE BILL NO. 17 "An Act                                                                     
extending the special education service agency; and providing for an                                                            
effective date" and recommended it be replaced with                                                                             
                                                                                                                                
          CS FOR SENATE BILL NO. 17(FIN) "An Act                                                                                
          relating to allocations to the special education service                                                              
          agency and extending the special education service                                                                    
          agency; and providing for an effective date."
